ANALYSIS OF PUBLIC POLICIES AND DISTRICT CITIZEN SECURITY IN PERU

Abstract
The objective of this article is to analyze
the perception of the execution of public policies in citizen security in the district of San Juan de
Lurigancho, where officials of the district municipality, neighborhood leaders and members of the
national police in charge of citizen security, were submitted to a structured interview. The analysis of
the interviews allowed to conclude that, although the state and the authorities have taken measures to
correct the insecurity in the district and in the country; the interviewees perceived that the execution of
public policies on citizen security is not carried out efficiently, there are problems such as the lack of
police personnel, few resources, few programs to deal with the issue of youth, prison systems prevent
rehabilitation and rehabilitation of prisoners, inadequate control allowed the entry of foreign criminals.
These elements constitute, in the perception of the population, aggravating factors that prevent
improving the problem of insecurity in the district.
