Abstract

The objective of this research was to investigate and describe the perception of political scientists, professors and civil society representatives, regarding electoral reform and parliamentary political representation, associated with electoral and democratic theories. The study was basic with a qualitative approach and a descriptive, non-experimental cross-sectional phenomenological design. Structured interviews, observation, analysis, interpretation and triangulation were carried out. The instruments were the interview guides for ten participants according to data saturation. The perception of the participants regarding the electoral reform laws approved by the legislature in August 2019 was known, who agreed that the changes incorporated in these are not comprehensive or relevant, because they lack transversality in their design; Likewise, the criteria for promoting internal democracy, political representation, parity and alternation are not very substantive. These reforms also do not indicate the strategies to control prohibited financing in political organizations and the overlapping of functions in electoral entities.
